Whether one is for or against this bill. we all must agree it is a sweeping piece of legislation. The trouble begins however if one chooses to look beyond the label and in the actual language of the bill. Even a cursory review reveals that S. 2104 is simply and unalterably a quota bill. no matter how much the distinguished Senator from Massachusetts say it is not. He has said that from the beginning as he continues to go through amendment after amendment after amendment and change after change after change trying to resolve that problem. He still has not done it.
