Finally the threat of our civil liberties as a society and the potential for misuse and abuse of any national I.D. card is simply too high. Mr. Speaker. I have raised this issue because many of us in 1986 voted for an Immigration bill that we thought would proceed with American justice. that in exchange for deterring undocumented workers or illegal aliens. that there would be millions who have living in the shadows allowed to proceed with an amnesty and become part of the American dream. nearly 4 million. That generally has happened. But we recognized that there might be problems with employer sanctions.
