Mr. President. in the last 5 years and most especially in the last 2. we have seen extraordinary changes in the Soviet Union in directions which we have asserted from the early 1970s that if followed would mean that we would provide mostfavorednation treatment to the Soviet Union. The tariff schedules now in effect are those of the SmootHawley Tariff of 1930. the highest tariff schedule in our history. The Soviet Union Is allowing free emigration for Soviet Jews. It has free elections. It has what increasingly. may be described as a free press. certainly a press filled with dissent.
