Mr. President. I am pleased to join today with Senators HATCH. KENNEDY. CRANSTON. and BINGAMAN as a cosponsor of tile Employer Sanctions Repeal Act of 1990. I have been a longstanding opponent of employer sanctions and I voted against these provisions during consideration of the Immigration Reform and Control Act of 1986 CIRCA]. However. IRCA was passed with the employer sanctions provision and employers were forced to verify the eligibility of all applicants. under threat of criminal penalties. Thankfully. Senator KENNEDY had the foresight to include the General Accounting Office (GAO] survey provision which required a study to investigate any possible discriminatory effects caused by IRCA.
