DECoNCINi. and BINOAMAN In introducing legislation today to repeal the employer sanctions provisions of the Immigration Reform Control Act of 1986. Mr. President. the use of employer sanctions. that is the imposition of civil and criminal penalties on employers who hire persons without legal authority to work In this country. has resulted in widespread discrimination against those who are perceived as being foreign. In other words. because of employer sanctions men and women who are U.S. citizens. permanent residents. or have legal authority to work in this country are being denied employment or are having the law selectively enforced against them.
