Above all else the world has the most to fear from any resurgence of power of the genocidal Khmer Rouge and this should govern United States action in Indochina. The committee has provided up to $10 million to be used to support credible efforts to end the violence in Cainbodia and bring about a lasting peace. Such activities would include verification of the withdrawal of the preponderance of Vietnamese troops from Cambodia. improvements within Cambodia to facilitate an enhanced role for the United Nations or other international entities pursuing a peaceful settlement of the Cambodian conflict and planning for elections and other reconciliation efforts. a safe and unrestricted repatriation of Cambodian refugees and displaced persons presently housed in Thailand. and the provision of humanitarian assistance within Cambodia for the purpose of easing the integration of the various factions in their homeland.
