It will surprise most Americans that our overseas military personnel were counted for reapportionment purposes only in 1970. at the height of the Vietnam war. Military dependents have never been counted. For 1990. the Census Bureau independently decided to count our overseas military personnel. presumably in response to criticism that illegal aliens were being counted while the Nations fighting men and women were not. The Bureau is to be commended for this decision. but it must be criticized for its proposal to count overseas milltary personnel according to their most recent place of stateside residence lasting six months. This proposal. it is estimated. will place 1.5 to 2 million persons into States having military staging bases. even though those individuals dont consider these States to be their home. nor do they plan to return to those areas after military service.
