Expanded drug testing programs would be establi!shed within both the Federal and State criminal justice systems. For those found guilty of drug trafficking or drug possession. the bill calls for the loss of Federal benefits. H.R. 5055 also increases penalties for firearms violations. It expedites the procedures for the deportation of criminal aliens. Importantly. this legislation provides civil penalties and asset forefeiture for violators of drug paraphernalia laws. Finally. the legislation contains the very innovative proposal of my good friend and colleague of California with respect to Drug War Bonds and key debt collection legislation is also included in this proposal.
