This legislation contains funding for many critical programs. a number of which are especially important to my constituents. For example. the legislation includes $1.457.000 for the Commission on Agricultural Workers. This Commission was established by the Immigration Reform and Control Act [IRCA] and has a specific mandate to review the impact of the legalization program and the special agricultural worker provisions of the IRCA. The Commission will report its finding and recommendations to Congress on November 1. 1991. The policy made as a result of the Commissions review will have a profound impact on the working conditions of this countrys agricultural labor force.
