Roman Sorkin. a 38yearold engineer. first applied for permission to emigrate to Israel In 1988. He was initially denied because of the secret nature of his work as a simple laborer at the Llectropriboror scientific instrumentplant in Penza from 1977 until 1983. He was denied despite the fact that when he left this work in 1983. he signed an agreement not to leave the Soviet Union until 5 years had passed.
