President. I would have liked to see the U.S.S.R. be more flexible at the summit in moving forward toward the kind of START and CFE agreements that will truly reduce the risk and cost of war. I would have liked to see more definite progress in opening up the emigration of the Soviet Jews. and in allowing the families of Soviet defectors to join them in the United States. I would have liked to see a clearer recognition of the right of the Baltic States to independence. and I would have liked to see more progress on recognizing the rights of a united Germany. That said. we must give credit where credit is due.
