We should work on the agreement to form a Supreme National Council to ensure the exclusion of the Khmer Rouge. We should work in the permfive to obtain agreement on an arms moratorium to advance a ceasefire. We should endorse the Thai proposal for a neutral. United Nationscontrolled Cambodian refugee camp and work with the United Nations to ensure its establishment as soon as possible. Thai Prime Minister Chatichai deserves not only our congratulations for his effort but also our help. His position has not always been popular at home. especially with the Thai military. But he has shown foresight. courage. and initiative at working toward regional peace.
