Mr. President. during the Easter recess. I spent 8 days visiting Cambodia. Vietnam. and the Cambodian refugee camps in Thailand on the Cambodian border. I met with government leaders and private citizens In all three countries. Today. I would like to present the impressions of what I saw. offer observations of our current policy toward Cambodia and Vietnam. and make some suggestions about what needs to be done before we can normalize trade and diplomatic relations with both countries. My policy approach is to consider Cambodia and Vietnam separately. It makes sense for the United States to address the Cambodian problem as a prelude to resolving outstanding issues with Vietnam.
