It does not mean much. It is certainly not a solution to the economic problems of the Soviet Union. But it was a signal to the Soviet Union that we do. indeed. want to be trading partners with them. we want them to let up on emigration. we would like for them to codify their emigration laws so that people Just do not do it on an ad hoc basis. They have been allowing a lot of Jews to emigrate. and we applaud that. and we encourage them to continue. But what we encourage them to do more than anything else is to codify the law so that people know what they can do and what they cannot do. We take it for granted.
