I thank the gentleman for yielding. Mr. Speaker. let me remind my colleagues that so far in this bill we have paid special attention to the people of Lithuania and to Jews seeking to emigrate from the U.S.S.R. We have made the benefits of this bill contingent on a lifting of the economic blockade of Lithuania and to the continued emigration of Soviet Jews. I firmly support those efforts. But I ask my colleagues. are the 15 million people of Afghanistan who continue to suffer death and destruction by virtue of 4 billion to 5 billion dollars worth of Soviet bombs and bullets and shells less worthy of special attention than Lithuanians or Soviet Jews?
