One is the line of amendments that will follow. to which we may object if we do it in a timely fashion. I understand. but we are unlikely to object. I Just wonder how much this will unravel and what it is going to do to the basic intent of the Durbin amendment. The second thing. I am a bit concerned that we send a false message to the government of Israel. It has been I think the consensus at least that we want to do nothing to encourage the settlement of Soviet emigrants on the West Bank. As I understand it. that is the basis of the reservations at least enunciated by the Soviet Union.
