Lev Milman who are Soviet Jewish refuseniks living in Moscow. Vladimir and Lia. 77 and 68 years old. respectively. are both seriously ill and in need of medical attention and the constant care only family can provide. Vladimir Is almost blind due to glaucoma. He also suffered a massive heart attack and has auricular fibrillation and high blood pressure. Although Vladimir retired from his work at the Research Institute of tile Ministry of Shipbuilding 15 years ago. he continues to be refused permission to emigrate on grounds of "secrecy". In February. 1990. Lev was told that he cannot get permission until 1995.
