I believe our fundamental goal should be to promote negotiations leading to a multiparty democracy and a marketbased economy. An enormous challenge faces previously disenfranchised blacks as they begin the process of negotiating South Africas future. Many of them have been living as refugees in other countries and may need resettlement assistance. All of them will be making the transition from nonperson under the apartheid system to citizen in a postapartheid society. Not only will they want to organize themselves to be effective politically. but they must prepare to confront an array of fundamental economic and political issues at the bargaining table.
