Mr. President. I have just learned that the Soviet Parliament has finally issued a revised version of new draft emigration legislation which takes into account many Western and Soviet citizens concerns about the right of the Soviet peoples to freedom of movement. As chairman of the Helsinki Commission. I have followed the issue of Soviet emigration closely and have been encouraged by the changes which have taken place over the past few years. I am particularly encouraged by the general thrust of this proposed emigration reform legislation. I do. however. have one serious reservation about which Cochairman STENY HOYER and I have just cabled Ivan Laptev. Chairman of the Council of the Union of the U.S.S.R.
