I want to commend the gentleman from Connecticut . chairman of the House Judiciary Subcommittee on Immigration. Refugees. and International Law and a cosponsor of H.R. 237. for his effective leadership in expediting House consideration of this legislation. Also. I am proud that my Senator. the Junior Senator from Wisconsin. Ham KOHL. seized the initiative in the Senate on this issue by introducing a companion measure. S. 993. and winning Senate approval of this bill.
