There are countless examples in the report. identified in the letter from the Justice Department. to show how the process can be corrupted by a superior seeking to impose his political will upon an employee. encouraging political activity. even the change of registration by the promise of some reward. by the offering of some incentive or more often by threat. as occurred in the example of the Clark County Road Department where people were summarily fired for their refusal to contribute campaign funds to a candidate. Mr. President. that kind of thing should not happen. and what this amendment provides is that it will not happen. It looks to GAO to perform the same kind of study they have just undertaken and completed with respect to the Kennedy amendment that was offered to the Immigration Reform and Control Act that sought to determine whether or not there was discrimination by employers against those who may speak or sound foreign. They have been through this process. This is a far less demanding task. one of a much lesser magnitude.
