I am pleased Senator WILSON has raised this issue. Mr. President. and I want to assure my colleague from California that we on the subcommittee are aware of his concerns in this area. He is correct when he states that Congress must recognize the fact that current refugee policy is shifting a greater burden to the States than was intended under the Refugee Act of 1980. For the benefit of Senators. I want to state that we did put forward an effort during last years appropriations process to increase this appropriation. Unfortunately. the House deferred its appropriation because the programs had not been reauthorized.
