For that reason. my understanding is that the administration believes that specific legislation to require that the use of these resources to limited to the pre1967 territory of Israel is not required. All United States assistance agreements with Israel contain a prohibition on the use of United States aid beyond the June 1967 borders. It is certainly the clear intention of this Senator that none of this loan guaranty will in any way be used to support or otherwise aid Israel in any settlement activity outside the preJune 1967 borders. The only purpose of this assistance is to help Israel construct housing for immigrants from the Soviet Union inside the pre1967 borders of Israel.
