Today. I am introducing the International Child Protection and Recovery Act of 1990. The act would amend the Immigration and Nationality Acts grounds for exclusion to include any alienincluding any permanent resident alienwho violates the human rights of a child with a lawful claim to U.S. citizenship by withholding the child outside the United States from the U.S. citizen parent. As the number of international marriages increases. so do the incidents of abduction. Though circumstances vary. most of the abductions occur when difficulties arise within marriages. which have produced children. between a U.S. citizen and spouse with strong ties to a foreign country.
