I hate to see us providing loan guarantees that may well yet be put to use increasing still higher the level of state ownership in that country. I do not see there is much we can do about it at this point. It is a pressing situation. and the immigrants are arriving in large numbers. thank goodness. and need to be accommodated. I hate to let the moment pass without raising that complaint and without expressing the hope that this and any further help by the United States. whether in the form of cash or loan guarantees. will not be used to exacerbate this problem of state ownership. I wonder if the Senator from Minnesota might care to respond to that observation.
