The region has been subjected to Azerbaijani control. despite the fact that the vast majority of the population is Armenian. This untenable situation has led to the continued persecution and victimization of the Armenian people. I was in the Soviet Union in January when the undercurrent of discontent about the issue burst into fullfledged conflict. I met with Armenian refugees and was truly horrified at the accounts of the brutality and violence that they suffered. These incidents take on a deeper meaning in light of the terrible events that we commemorate today. This day serves as a reminder that we cannot remain silent.
