But. It provided a diversion in each one of those countries. an excuse not to talk about the peace process and sitting down with representatives from Israel and others. Another issue of deep concern in the Arab States. and for different reasons to Israel. is that of the immigration of large numbers of Soviet Jews to Israel. Most of the Arab leaders accepted or did not dispute the right of Soviet Jews to emigrate to Israel. In various degrees of intensity. though. they did express concern over the possibility that large numbers of the immigrants might settle in the occupied territories. which they said would severely complicate already complex questions surrounding those territories. In Israel. of course. the issue looks very different. We toured an absorption center where newly arriving Soviet and Ethiopian Falasha Jews are assisted in the processing of adjusting to life in Israel.
