Mr. Speaker. I would like to take this opportunity to address an issue which strikes at the core of American valuesthe fact that our 1986 immigration law has caused massive discrimination against U.S. citizens. When Congress passed this law. I was one of many Members of this body who expressed concern that it would cause discrimination. We included provisions in the law which intended to protect against discrimination and asked the GAO to evaluate the effects of the law. The results have been returnedthe GAO found that the law has caused a widespread pattern of discrimination against Hispanics. Asians. and others who look foreign to employers.
