Gorbachevs proposition will require a 75 percent approval vote. followed by a 5year waiting period. and then approval of the Soviet Union. The people of the Baltic countries have good reason to doubt that will ever happen. They know that immigration patterns over the past 45 years. including the influx of ethnic Russians. have changed the demographics of their countries. and that these changes would make it difficult. if not impossible. to reach the 75percent hurdle. And they also remember that their countries were forcibly incorporated into the Soviet Union and have been illegally occupied since the Second World War. They want their freedom.
