Mr. President. I rise to introduce a concurrent resolution commending Poland and Prime Minister Tadeusz Mazowiecki for reaffirming the policy of allowing charter flights to carry Soviet Jews to Israel in the face of Arab and terrorist pressure. Soviet Jewish emigration has reached peaks never before imagined possible. President Gorbachev has opened the floodgates. This policy. however. is his and his alone. and. as we are seeing in Lithuania. Gorbachevs high wire act is always subject to an unexpected fail. More worrisome still. Gorbachevs policy of openness has reawakened nationalist impulses throughout the Communist bloc. One of the more deplorable pieces of baggage associated with this rise of nationalism is a parallel rise of antiSemitism.
