I think it would be accurate to say that congressional mail on this one issue overshadowed nearly every other issue during the past decade. Well. our persistence paid off. The combination of Ronald Reagans tough policies toward Soviet aggression around the world. continued congressional pressure. and a collapsing economy finally convinced the Soviet leadership that their emigration policies should be relaxed. Hope. long a rare commodity in the Russian Jewish community. has returned for those oppressed for centuries. first in czarist Russia. and for the past 70 years in Stalinist Russia. This amendment would send us back to these repressive times.
