Panama. and refugee assistance. are needed as a result of the fact that the world has changed. The global landscape has changed. The world is turning away from authoritarian regimes and toward democracy. And we ought not to be neutral about that. This bill fully funds the administrations request of $300 million for Nicaragua. The Nicaraguan economy is in shambles. The gentleman. I am sure. is glad the war in Nicaragua is over.
