Mr. President. several days ago I joined the Senator from Massachusetts . the Senator from Utah . and the Senator from Arizona . in introducing Senate Joint Resolution 280. a Joint resolution which would approve the finding of a recent General Accounting Office [GAO] report regarding the employer sanctions provisions of the Immigration Reform and Control Act of 1986 CIRCA]. Mr. President. the GAO report does not mince words. It confirms what many of us fearedthat the use of employer sanctions. that is the imposition of civil and criminal penalties on employers who hire persons without legal authority to work In this country. results in widespread discrimination against those who are perceived as being "foreign." In other words. because of employer sanctions men and women who are U.S. citizens. permanent residents. or have legal authority to work in this country are being denied employment or are having the law selectively enforced against them.
