Madam Speaker. today I am introducing a House joint resolution to repeal the employer sanctions provisions of the Immigration Reform and Control Act of 1986 [IRCA] and to approve the findings of the General Accounting Office (GAO] report that employer sanctions have caused a widespread pattem of discrimination against U.S. citizens and others eligible to work in this country. When employer sanctions were debated in Congress. some of my colleagues and I expressed deep concern that employer sanctions would cause employment discrimination against U.S. citizens and others who are authorized to work in the United States. but who happen to look foreign or speak English with an accent.
