I had the opportunity of visiting the American Embassy with a number of refusnik leaders. I was impressed with the urgency of that outward migration from the Soviet Union. with the specter of pogroms. the rumors and the rise of antiSemitism in almost all the republics of the Soviet Union. The imperative need to assist in that immigration is very real. This is an associated issue with Jerusalem. I hope. Mr. Speaker. that Soviet Jews immigrating to Israel will not settle on the West Bank and in the Gaza. But I think it ought not to be American policy to Interfere with their settlement in Jerusalem. The Jerusalem issue is the most sensitive of all and must be left until last to be settled.
