It is obvious that the treatment of the Raiz family is. at best. inconsistent with the general trend of reform now occurring in the Soviet Union. Mr. Speaker. during their 18 years in refusal. the Raiz family has displayed tremendous faith that they will someday be allowed to emigrate to Israel. As individuals committed to the struggle for human rights in our country and around the globe. we must continue our efforts to secure their release. We know that relations between our Nation and the Soviet Union can never be satisfactory until Soviet refuseniks are allowed to live where they wish. in peace. Allowing the Raiz family to emigrate would be a significant gesture toward the achievement of this goal. Mr. Speaker.
