We are encouraged by the improvements your government has made in granting people their basic human right to live in the country of ones choice or. should they decide to stay in the USSR. to observe their cultural and religious heritage without government interference. We hope you will continue to expand these rights so that all citizens wishing to emigrate may do so. and those who choose to engage In cultural activities may do so with the official recognition of your government. We are writing to you now regarding an equally serious matter. We have been receiving frequent reports of escalating antiSemitism in the Soviet Union.
