We have had reference to statements by our Ambassador In Turkey. an honorable man. Mr. Morgenthau. In 1915. July 16. he sent the following telegram. Deportation of and excesses against peaceful Armenians is increasing and from harrowing reports of eye witnesses it appears that a campaign of race extermination is in progress under a pretext of reprisal against rebellion. Protests as well as threats are unveiling and probably incite the Ottoman Qovernment. not the Republic of Turkey. to do more tragic measures. They are determined to display responsibility for absolute disregard for capitulations.
