Opponents of this resolution have argued that we should not make such a designation because Armenians were not the victims of "genocide." I disagree. At the beginning of World War I. some 2.5 million Armenians lived in the Ottoman Empire. By 1923. 60 percent of this populationan estimated 1.5 million peopledied as a result of the policies of the Ottoman rulers.
