I do not think I am. I think that we have seen concerted world opinion have an impact upon other repressive regimes. I think that we have seen the attitudes changing in Eastern Europe. and indeed the attitudes of the Soviet Union. resulting in such practical results as increased emigration for dissidents. for Soviet Jews and Soviet Christians seeking to leave the Soviet Union. I think we have learned that it does matter what Members of Congress feel and say and vote. It is a fact that if we are guilty of indifference. we virtually invite history to repeat itself in all of its worst excesses.
