I am very pleased to join my distinguished friend. Senator LEAHY. in introducing this legislation. This bill would provide a $400 million in guarantee authority under AIDs Investment Guarantee Program for Housing in Israel. The purpose of this legislation is to provide Israel with badly needed assistance as she continues to cope with the enormous influx of Soviet refugees into that country. It is our intention to propose this as an amendment to the supplemental appropriations legislation. In the meantime. we think it appropriate to introduce this as separate legislation so that interested parties would know of this intention. and Members might Join with us in this effort.*
