Session #101 · 1989–91

Speech #1010120470

Without this aid to "jumpstart" the Panamanian economy. the economic and political instability that exists there will only get worse. One of the obvious consequences of that number of jobless people is that they are looking for any source of income anywhere they can find it. and one of the first casualties is the natural environment. The scarcity of Jobs and services has unleashed a flood of emigration of peasants toward the countrys tropical forests. including three critical areas which are In imminent danger. They are the Amistad International Park which protects fragile watersheds which have the capacity to generate 90 percent of Panamas future energy needs. the "Darien Biosphere Reserve." and the watersheds that directly feed the canal. Although these areas are theoretically under the protection of Panamas Institute of Natural Renewable Resources (INRENARE]. that agency is totally bankrupt and unable to provide even the most basic protection.
