Session #101 · 1989–91

Speech #1010118745

It is an muiovative attempt at stimulating economic growth. negotiating with Mexico on a reciprocal and mutually beneficial basis. for the purpose of developing and entering into a bilateral agreement to establish a United StatesMexico free trade and coproductive zone. I think the United StatesMexico border region faces a series of problems on both sides. These problems include high unemployment. substandard living and health conditions. and a continued influx of illegal immigration. In approaching these problems thoughtfully and effectively. we must recognize that they are fundamentally produced by a lack of economic opportunity. The solution. therefore. must entail a stimulation of the regions economy.
