President. many of us are aware of the lives of turmoil which the people of Mozambique and Angola have endured for the past several years. In a recent report by the U.S. Committee for Refugees this tragedy is brought to life. The report. entitled "Peace or Terror: A Crossroads for Southern Africas Uprooted." states that "suffering and terror are the daily bread of the Mozambican and Angolan people." The report goes on to note that "in the midst of so much suffering. there is also hope. In both Mozambique and Angola. Government and rebel negotiators have taken a few tentative steps on the long and arduous road toward peace." The fate of these millions of refugees and displaced persons hinges on whether peace negotiations in these two countries are successful. But the continuing conflict and the massive needs of the refugees remind us of the urgency of supporting these developments in any way possible and to continue to provide support to the U.N. High Commissioner for Refugees and other agencies assisting the refugees. Mr. President.
