Mr. President. last Thursday the Senate failed to Join the House in overriding President Bushs veto of the Emergency Chinese Immigration Relief Act of 1989. Although I was disappointed in the result of that vote. the fact that the bills fate was determined by a vote in each Chamber. rather than by the Presidents exercise of a pocket veto. represents a victory for proper constitutional procedures. This development may be credited in significant part to Senator TED KENNEDYs defense. beginning nearly two decades ago. of Congress prerogative under the Constitution to consider whether legislation should be passed over the Presidents objections.
