Mr. President. I rise today to support the override of the Presidents veto of H.R. 2712. the Emergency Chinese Students Immigration Relief Act. Totalitarianism is crumbling. It is crumbling in China. The events of the last few months. if nothing else. demonstrate that the type of power used to crush the democracy movement in Tiananmen Square can tumble practically overnight. China will not be able to resist forever the rising tide of human freedom now evident in Eastern Europe. All around the periphery of China totalitarianism is under attack: in Outer Mongolia where the Soviet Union has recently allowed rallies. in Tibet with the award of the Nobel Peace Prize to the Dalai Lama. and in Burma where another group of brave students is struggling for democracy.
