Considering the status of Chinese aliens who were in lawful status as of June 5. 1989. as having maintained lawful status for the purposes of adjustment or change of nonimmigrant status. Third. Granting all Chinese aliens who are present in the United States as of June 5. 1989. the necessary authorization for employment. Fourth. Providing a nonadversarial notice of expiration of nonimmigrant status to any Chinese alien who is eligible for deferral of enforced departure and whose authorized period of stay has expired. and Fifth. According "careful consideration" to all applicants for asylum. withholding of deportation. and refugee status expressing fear of persecution related to family planning policy of forced abortion or sterilization. In sum. I believe it is preferable to support the Presidents actions at this time.
