Mr. President. today I will vote to support the Presidents veto of H.R. 2712. dealing with the Chinese student visa issue. I believe that the Executive order will accomplish the same objectives as the legislation. At the same time. it will permit the President to lead United States foreign policy toward China. a country with which he has outstanding experience. Furthermore. I am convinced that the President will keep his word that he will not do anything to jeopardize the wellbeing of the Chinese students. I recognize the intensity of emotion that envelopes this question as well as the concerns that many of the Chinese students living and studying in the United States have.
