Just because China has condemned this bill. claiming that it would "seriously jeopardize United StatesSino educational exchanges" and cause a further deterioration in our relations. is no reason for the President to veto it. Just because China threatens to terminate the Fulbright Scholarship Program. is no reason for Washington to kowtow to Beijing. Current American immigration law is construed for ordinary circumstances. The law attempts to encourage individuals to return to their countries where they can contribute to their Nations development. Clearly. however laudable this objective. it is not possible in China today where thousands remain under arrest. students are forced to attend reeducation classes. and liberal development policies have been abandoned.
