The legislation we are considering today will offer real protections to Chinese students. First. it waives the 2year home country residence requirement for nationals of the Peoples Rebublic of China. Thus. students who have demonstrated for freedom can apply for residency in the United States without returning to China. Second. it presumes continuous U.S. residence for the purpose of status adjustment or changes of status for students who were in lawful nonimmigration status as of June 5. 1989. Third. it allows Chinese students lawfully in the United States on student and exchange visas to work. to make a living. Mr. President. this is real protection for the students.
